Lake Champlain is shared by New York and Vermont.  The requirement to remove 
plumbing to preclude overboard discharge is exactly the same in New York and 
Vermont.   I regret the inconvenience this regulation causes for some but a 
padlock or tie-wrap under the control of the captain does not strike me as 
an effective method of preventing an illegal discharge.   If you believe the 
requirement is nonsense, ignore it and take a chance of being caught and 
fined or bypass the Lake.
