GL: Overboard discharge/Y valve

I currently have a sailboat in Canada and do not have overboard discharge
capability. The boat will be headed south next winter after a fairly
complete refit. Part of the refit will be the plumbing system for the head.
How does one meet the requirement of "sealing" the Y valve so that it cannot
be used? I want to get all of the plumbing done next summer before the boat
heads south.
