These may not be free, but they are very complete and very inexpensive.

The Panbo blog describes an amazing collection of material to get all
your manuals in PDF form, which many find easier to search, not to
mention stow,plus a phenomenal collection of both NOAA (and Corp of
Engineers) chartsevery single one available, raster and vectorand the
nautical publications made available by various government and state
