GL: Replacing Fuel Tanks

What about having a bladder fitted into the current tanks?

in.? They told me that no one will weld on the tanks while they are  in

out the engines, cutting out the tanks (they won't come up through  the
floor in one piece) and fabricating two smaller tanks to replace  each
of the large tanks.? Is there anyone who's faced this problem that  has
another suggestion?? If anyone has had their tanks replaced in  a
similar situation could you tell me who did the work and what your  cost
turned out to be.? 

My boat is a 44' Marine Trader tri cabin.?  I have twin 120hp Lehmans.?
The tanks are 250 gals. and lay outboard of the  engines on each side.?
Access to the tanks is very limited.? The tanks are  iron or steel.? Any
advice would be appreciated.
