What about having a bladder fitted into the current tanks?

I posted an earlier email
about possible coatings to solve the rust problem in my fuel tanks.?
I've been talking to the yard about this possibility and they are very
reluctant and feel that at best it would only be a very short term
solution.? All of the rust appears to be in the bottom of the tanks and
I asked about the possibility moving each engine to one side, cutting
an access port in the side of the tanks and having a new bottom welding
in.? They told me that no one will weld on the tanks while they are in
the boat because of the risk of fire in the boat.? It appears that I
may be faced with replacing the tanks.? This means moving or pulling
out the engines, cutting out the tanks (they won't come up through the
floor in one piece) and fabricating two smaller tanks to replace each
of the large tanks.? Is there anyone who's faced this problem that has
another suggestion?? If anyone has had their tanks replaced in a
similar situation could you tell me who did the work and what your cost
turned out to be.?
My boat is a 44' Marine Trader tri cabin.? I have twin 120hp Lehmans.?
The tanks are 250 gals. and lay outboard of the engines on each side.?
Access to the tanks is very limited.? The tanks are iron or steel.? Any
advice would be appreciated.
