GL: Skipper Bob Award

For those of us who were not at the AGLCA rendezvous, how about a 
little more information?

Who are the Levines and why did they establish the award? What is the 
award? Why is it presented? Why were the Stobs the recipients? Was 
this the first time the award was presented? Is it an annual thing?

I can guess at some of the answers but it would be nice to know the 
whole story.
