GL: USCG BOAT ACCIDENT

The USCGA boat was the give way vessel; but both boats were not maintaining a proper lookout that they were charged with under the NAV rules.

HOWEVER, the USCGA boat was in an active search and rescue operation trying to find a missing person in the water. The USCGA boat was charged by the incident commander to keep all boats out of the rescue search area.

That doesn't excuse his culpability but he was probably not fixated on the tour boat that was also there to observe the USCG in action on a search and rescue mission.

The USCGA boat had on board press people who were reporting and filming the search and rescue operation; it is more likely that the helmsman was distracted talking to the press.

It sure looks like the C.G. Aux vessel was the give way vessel, the high speed boat was approaching off her stb bow. The CGA boat did not have adiquate look outs. I immagin everyone (on both vessels) was fixated on the tour boat. Jon.

Stuff like that does not afflict sailboaters with such a great velocity.
