In my opinion (worth just what you pay for it) the USCGAux
skipper saw the oncoming runabout well ahead of time to
avoid collision. Note that he seemed to think that hailing
a boat at planing speed from several hundred yards would
actually result in his "commands" being heard!!!
It appears to me that the Aux skipper, in an arrogance of
pseudo-officialdom, forgot that he was subject to the rules
of the road, as much as anybody else!

It sure looks like the C.G. Aux vessel was the give way vessel,
the high speed boat was approaching off her stb bow. The CGA
boat did not have adequate look outs. I immagin everyone
(on both vessels) was fixated on the tour boat. Jon.
