Doesn't matter who hits who ... it's strictly "who had right of way". The
little speed boat clearly had right of way ... UNLESS the coast guard boat had
flashing lights running. The video makes no mention of flashing lights. The
skipper of the CG boat should certainly have realized the speedboat had right
of way, likely couldn't see him, and certainly couldn't have heard the
loudspeaker.
Then again, while there is generally no speed limit on open
waters, the speedboat should not have relied only on right of way and should
have been aware of all boats around him. Being right is little comfort when
you're dead!
I'd say both boats were at fault. The CG Auxiliary boat
didn't heed right of way, and the speedboat didn't look in front of him very
well.
Luckily, nobody got killed or injured!
