GL: Tank testing

I remember that in the U.S. Navy we were required to have each compartment
in the ship "air tested" once in a great while.  Tanks were also tested with
air pressure.  The maximum pressure allowed was somewhere around 2-4 PSI.
The reasoning given was that greater pressure risked rupture of bulkheads.
That's all I know about that.
