It is true that the psi does not change as the vessel size changes.  The 
total pressure on the interior of the vessel does change, however.  As an 
example, a four foot square tank top has 2,304 square inches so the total 
bursting pressure on that top is 4,608 pounds at 2psi.  The sides and bottom 
of the tank are experiencing the same pressure plus that added by the weight 
of the fuel.  As the temperature rises and falls the tank may be alternately 
subjected to internal pressure and a partial vacuum - if the vent is sealed. 
Tanks on our boats are not designed to deal with the stresses that can 
result.  Moisture introduced by the air movement is a problem but sealing 
vents with anything should not be encouraged.
