GL: Tape on fuel vent/ Winter storage question/ Fuel

If the tape is used while the boat is stored on the hard for the winter how 
would this be a problem?  The engine is not running.  The fuel is not being 
taken from the tank.  How could the tank collapse if the fuel is not being 
used from the tank?  Do you have that much atmospheric change when a boat is 
sitting on the hard?  This does not make sense to me.  If a tank cannot take 
a bit of change in pressure then a new tank might be needed. Just trying to 
figure this all out without the math but with common sense.
