GL: Lock 52 on the Ohio R.

There are at least 30 tows wanting to lock either up or down at Lock 52.  The
problem has been low water and they are nearly finishing bring up the pool
level so tow traffic can get moving again.  The lock masters are doing a
wonderful job of prioritizing but there still may be a lengthy wait.  Pull
over by the red mark after calling the lock master for directions, drop your
anchor and wait patiently for them to call you
