Corroseal is used when you want to convert the rust and prime the surface 
for paint.  It is not made for rebar that will be poured over with 
concrete...at least to my knowledge.  I would think the primer aspect of 
Corroseal, which is latex based, would not bond as bare rebar would with 
cement.

where you can buy a quart of Corroseal for $13, which should be plenty for 
an anchor.  I have used the Ospho http://www.ospho.com/ and it is much 
thinner than Corroseal and provides no primer.  Ospho is phosphoric acid. 
The Corroseal  http://www.corroseal.com/products.html is thicker, like a 
polyurethane but it is water based and environmentally safe.  I have used 
both and both have their merits, but I would not use Ospho for anything on 
my boat.

The prices for a quart are about the same for both.

Actually, Osophro (sp) is the true chemical used to stop rust in rebar.  It
is the only chemical permitted on the steel in bridges.  It can be bought at
most hardware/lumber yards for $15 to $20/gallon.
