Your ability to have cell phone coverage is proportianal to the population
density, not proximity to the shore line.
You will find plenty of places on the ICW that are remote with no cell
covereage.
One notable place is the base of the Alligator River, where it starts at the
end of the Pungo Canal. I sat there at anchor while a tropical storm passed
this June and had ZERO cell coverage.
