  Fred,
  The NY Marine Police were correct except that they forgot to tell you that YOU have the right to sign a complaint against the other operator without them signing as you are the complaining witness. If so you must be able to ID the operator in question which is often hard to do unless he/she admits the violation when detained. Some people are just plain dumb. There is also the recourse of civil action such as small claims court, as they are liable for any damages to you, your vessel, or equipment. Of course this all requires court appearance's so unless you have a lot of time on your hands fire away. I'm not an attorney but spent 26 years in law enforcement doing criminal investigations.
