It is the elevation, not the navigational depth of the channel.  NGVD = 
National Geodetic Vertical Datum
There are two channels for navigation...route 1 and route 2

++Navigation Depths (Based on 2001 Channel Condition Survey) Route 1 w 
4.03'
                                                               Route 2 w 
1.43'

Channel condition survey is the bottom surveyed for shoaling etc. in 2001

I would not expect to find 10' of water in either route right now since this 
information is from yesterday and route 1 and 2 appear to be "knee and chest 
deep...walkable". :>)

Sorry, not being a smart-A but I think that 10.9 is the ELEVATION of the
lake surface.
