You can do this if you choose but not necessary to go the whole 100 miles 
outside. I suggest that the 30 miles from Cape May to Ocean City is 
sufficient to go outside and minimize your encounter with low tide ICW if 
you have a 4ft draft boat. You can very safely run inside from Ocean City or 
Atlantic City and then north . Of course, the Green Heads may be there to 
great you if its after 4th of July and before the end of Sept.
