Mary Ellen, is correct.  This again is a US requirement.   Available on line.
Its also one of the questions you will get when returning to the US...what  
is that number ....after you tell them you have over a 30 ft. boat.
 
The Canadians will ask for your state ID number or your documentation  
number.  If you have previously registered in and you get stopped they will  ask for 
the number assigned for that trip.  You take that number and put it  on a 
piece of paper and put in one of your windows.  
 
They will ask number of passengers, names, alcohol, firearms.  We  traveled 
with a dog for years and they sometimes asked whether his shot record  was up 
to date.   BTW some said "Do you have Oreo, and prior to him  Regus with you".
So obviously all of this is on a computer screen from past visits.
