Yes, FCC "Type Certifies" (there's a new term for
this but I have forgotten it) radios for Marine
Service. There is nothing that prevents a radio
that is so-certified from being used on the amateur
frequencies. HOWEVER, FCC Rules Part 97, 97.11(b)
to be specific, states the requirement that separate
radios must be used in VOLUNTARY SHIP INSTALLATIONS
but a common antenna can be shared. Obviously, the
operator would have to have some sort of switching and
other isolation to keep one transmitter from transmitting
into the receiver of the other radio.
I posted the exact info yesterday on both the GL and
AGLCA-2007 mailing lists. Please refer to one of those
messages which will give you a URL to get the complete
FCC Part 97 rules.

I don't know the regulation but I'm certain that the FCC "Type Certifies"
some radios, like the Icom 802, for use on the marine SSB AND HF amateur
bands.
