previously stated that FCC requires that the amateur
and marine HF radios on boat or aircraft be separate
and distinct."

I don't know the regulation but I'm certain that the FCC "Type Certifies" 
some radios, like the Icom 802, for use on the marine SSB AND HF amateur 
bands.
