Which is  EXACTLY  what I stated in the
third paragraph of my message.  Did you
miss that?  I highlighted both that and
the fact that this is for VOLUNTARY ship
installations.  If HF is mandatory, there
would have to be separate antennas!

Comment - Please Note that the Rule states: "The station must be separate
from and independent of all other radio apparatus installed on the ship or
aircraft, except A COMMON ANTENNA MAY BE SHARED with a voluntary ship radio
installation."

While the law is not always logical, it would be absurd to have two
different antenna systems for a SSB and an amateur radio. Both work on
roughly the same frequencies and on sailboats need a isolated backstay
antenna with an antenna tuner that matches the transceiver with the antenna.
In any event, the operator would/could normally operate one system at a
time.
