The RV ruse won't work unless you can come up with a registration slip for  
one. They want to see a copy of it.
 
The problem is not local channels being unavailable to boats. If you are on  
a boat, unlike an RV, you cannot receive the national feeds of the networks 
like  CBS. NBC and ABC (unless you are close to NYC or LA). It is federal  law. 
You can receive the local channels wherever you happen to  be if they are on 
the same satellite as channels such as CNN and the  Weather Channel. If the 
locals are on a different satellite you need a dual  LNB dish. Most dishes on 
boats only have one LNB. I understand that KVH now  has a dual LNB tracking dish 
but that it is about 10 grand.
 
Direct TV doesn't care if you are on a boat or riding a camel...they just  
will not give you the national feeds of the major networks. One way around this  
is when you are doing the loop and are close to NYC you can get their locals  
which turn out to be the East coast national feeds. Once you get them, never  
turn them off if you want to watch Brian Williams, et al., now on.
