GL: Direct TV

Morningstar wrote that they were able to pick-up local channels as they  
moved along the coast for an add'l charge. We have tried repeatedly to have  
"local service available but once we inform them we are on a boat we are told  that 
Fed. regs. prohibit it. What are we missing?
