GL: Whistles-coming upon a Tow

With the risk of piling on...I agree with Kevin.  Signals are based on
the intitiating vessel's side.  After YOU intiate a request to overtake a
vessel and when a vessel that YOU are overtaking asks for a two whistle
pass, he means that YOU are to leave him on YOUR starboard side (2
whstiles, two syllables).  That means that YOU as the overtaking vessel
will steer to YOUR port, conduct a safe pass with the vessel being
overtaken being left on YOUR two whistle side (starboard).  For the sake
of clarity, this means as you are pasiing the vessel that you are
overtaking, you should be able to see the other vessel by looking over
your starboard rail.
