Lots of opinions here. There are several things you MUST remember about whistle signals:
1. You just have to learn them, so well that you can react by rote, not so much so you can give or answer one, but so you know what the other guy is intending or doing.
2. Using the radio is NOT a legal reason for failure to use whistle/horn signals.
3. International signals are signals of action-the vessel giving the signal is GOING TO TAKE THE SIGNALED ACTION.
4. Inland signals are signals of intent-the initiating vessel requires an answering signal before taking the signaled action.
5. Cross signals are NEVER permitted, i.e.: One vessel signals a port to port, and the answering vessel signals with a starboard to starboard. If you do not agree or cannot comply, the only legal signal is the danger signal.
6. If you hear the danger signal, 5 or more blasts, start looking around, like right now. Someone (usually a large vessel) needs someone else(hopefully not you) to get aware of the situation, fast.
