GL: Florida regulations

I am hoping we can simply get the situation resolved without  
resorting to paying for a pass for something that is legal and on the  
books as legal.  How long before all the other states jump on the  
pass bandwagon if they learn we'll pay?  I'm not for it (and I'm from  
Florida) -- we simply need to stop harassment of our vessels in any  
state it is encountered and the various lists are the start of  
changing things.  It will be unpleasant for a time, but the situation  
will resolve.
