GL: Ludington Harbor - Discharge

This past week in North Carolina, a municipality accidentally dumped 6000
gallons of raw sewage into the lower Neuse River. The environmental folks
will let the citizens know when they can resume eating the shell fish and
other sealife in the river. How did we ever become such an easy, but silly
target. Is this to give the illusion that they are doing something?
