GL: Ludington Harbor - Discharge

Bob - as an editor you should know better than to make blanket 
statements.  I'm on the upper Chesapeake which is fresh water and it is 
NOT illegal to discharge treated black water here.  The Great Lakes, 
yes, most of the Chesapeake, NO,  The Mississippi, when did that all 
become a no discharge zone?
