GL: Pumping Raw Water

My suggestion was a way to avoid the potential of a local official causing a
problem but still able to achieve the same end result,
"Am I Pumping Raw Water".

Should anyone wish to go a different route  that is their prerogative.

The Venice Florida situation is the bench mark for local authorities
stretching the limits in their favour thereby setting my standard for
avoidance.
