Radio Shack sells a clever little device that "sniffs out" WIFI signals and 
indicates the strength of signal.  Costs about $30 and is well worth it.

We have had no problems to date finding free WiFi in  Canada, but sometimes 
you have to do a bit of exploring or asking.
