Hi Mike.  Sorry to hear of your troubles and glad to hear of your getting
free without further incident.

The Handi-cut looks like a tough customer, but I am sure that in the murk
and darkness under the boat I would end up clipping my other hand with that
wicked looking item.

My only experiences (three) with cutting lines away from props have involved
1/2- and 5/8-inch mooring lines VERY tightly wrapped/melted to the small
area between the prop and final strut.

The first time I did many breath-hold dives with a hack saw blade to cut the
mess away.  I had my jury-rig dive rig with second stage regulator and
oil-less compressor PLUS a fifteen-dollar folding serrated knife from West
Marine.  The knife has a blunt end and is short enough to keep me from too
easily harming myself - it tears through the knotted and melted mass of line
like (you guessed it) a hot KTB.

I think some locales enjoy the novelty of wire attaching buoy and crab pot.
Now that would be fun!  Bolt cutters, anybody?
