Mike,
 Rt on abt the Handy Cut. I have one and use it often.

Another tool that I  have used on more than several occasions to remove 
nylon  and poly lines fr the wheels is a HACK SAW.
 If the line is wrapped  real tight and you can not get  the HANDY CUT to 
get a good bite, try the hack saw particularly if you are free diving 
without SCUBA.
 The hack saw is like using artillery as opposed to a guided missile!!!

Another thing, be certain to tie the tool securely to your wrist and NOT 
with merely a loop of line. !!!!
