The Florida Fish and Wildlife Conservation Commission is a creature of the
Florida Constitution.  It does not report directly to the Governor, but has
its own executive powers.  You can learn about the FWC at:

Perhaps most promising is a specific place to file a complaint about an
employee.  The guy causing all the problems was identified by name yesterday
 I believe.  Go to the following place to file a complaint concerning his
actions:

While a single compliant probably won't have much impact, if those with
experiences do take the time to complain at the correct spot, the shear
numbers would require some investigation and, if appropriate, change in the
way things are being done.

These officers you refer to are NOT political appointees. Rather, they
are career civil servants. But you can change their approach by
complaining to the political people in charge of their agency, such as
the Governor.

Times have changed! They used to be very nice. These jobs are political
plums and they are less likely to be disciplined - IMHO. One weird thing
is
that they rarely speak on the radio and take great pleasure in reaching
the
scene of an incident before the USCG - who by law are the coordinators
of
all rescues in the United States.

Perhaps the war on terror and DHS grants have gotten them our of their
crisp
khakis and state trooper hats made of straw. This could have impacted
their
behavior.
