GL: Pivot Point

In the thruster thread, I saw a couple of folks telling the list that the
pivot point of a monohull trawler is about 1/3 of the way aft from the bow.
Isn't that the location of the pivot point for a boat in forward motion
being turned by its rudder(s)? Isn't the pivot point for a single engine
boat starting from rest or nearly so (the condition when one is most likely
to use the thruster(s)) a bit farther aft?
I know that for a twin-screw destroyer, we always considered the pivot point
amidships when twisting the ship when at rest or nearly so. That seems to
hold true for my twin-screw trawler.
