GL: Florida Sojourners Pass Forms Now Available

Reading the requirements they still want a registration (not title)from your
home state and they will record your numbers on the Florida. decal. Doesn't
address states like NC that don't require registering a documented boat.
Seems silly to have to pay for a sticker in NC when they aren't required
just to get the pass in FL.
