In a slow boat, the process would more likely be:
1. Immediately turn around 180 degrees to avoid the potential for
collision
2. Call the vessel on Channel 13 to make contact to ensure coordination
of the movement of both vessels to avoid collision.
Perhaps he did see you, even though it may have been an alarming
surprise to you. I presume he was operating and monitoring radar.

My emergency was getting out of the way of a fast ferry in Puget sound
that came through a narrow pass at high speed with no regard for
existing traffic and 14 kt was necessary. Jon.
