GL: Rusty Propane Cylinders

How would the learned list suggest that I store propane if I went to  a 
larger cylinder...maybe fiberglass? I have a small cockpit that is drained  
overboard by two large scuppers. There is also a large hatch covered  lazerette which 
has a lip which drains water overboard via two hoses.  Should I set the tank 
on the deck or hang it on the inside bulkhead? How would  one secure it? Is a 
special vented storage box necessary?  

I would love to get rid of the small tanks if for no other reason than to  
get more propane pressure when I am cooking. The little ones loose pressure as  
they empty, thus loosing their ability to char a steak.
