It's red right returning on the Chicago river that flows into Lake Michigan and then changes when in the Illinois river because it flows to the Gulf Of Mexico "even though its in northern Illinois" and it is red right returning from a different body of water so a person on the loop is going "up" the Chicago river and then "down" the Illinois.
Hence the change in bouys.
