GL: Coast Guard / vessel name and home port on dinghy bottom

Sorry for the typo, I meant to say that the USCG is NOW under the  
Department of Homeland Security.  With all the new officers being  
hired and trained the Coast Guard officers are being retrained --  
some are shocked that they have not been uniformly enforcing the  
CFR's everywhere???
