GL: Boat Name Visibility

This is one of the best reasons to have your name visible. It really helps  
when one wants to overtake another boat. This was a real problem a number of  
times when captains block their name with all sorts of gear...especially  
sailboats. You try to give a slow pass, and they don't answer the radio since  you 
don't have a call name; but they do get pissed when you pass!
