GL: Coast Guard / vessel name and home port on dinghy bottom

As a long time USCGAux Vessel Examiner, I have found that the great majority 
of documented vessels do not comply with the requirements, mainly in the 
area of hailing port requirement of 4" letters. However, I have heard of no 
cases where the CG fined a boat for this lack of compliance.
