Covering the transom with a dinghy is not permitted unless the

Gosh, I hate to keep bringing up**experience** but we were boarded by the
Coast Guard (Homeland Security) on the Champlain Canal this yr and
thoroughly checked.( My first time ever being boarded by the CG on my boat.)
Anyway, I had the dinghy covering the transom and the vessel name and
hailing port, the name and hailing port is also painted on the dinghy
bottom. Nary a word was said about that. Important to this discussion, a
senior Coastie was training a new man. I presume he was training him
correctly!!!!!!

As always YMMV.
