GL: Can one avoid Canada?

To the best of my knowledge, the only reason
you would need to enter Canada would be if
you cut your Erie Canal trip in half and go to
Lake Ontario.  The Erie Canal western terminus
is on the US side of the Niagaa River near
Tonawanda.  You just have to be lower than
15 1/2 feet in air draft.

Do you mean actually completing the Loop, and not just enjoying the upper
parts of the Loop as a stand alone cruise?

If you are completing the Loop, and want to exit the Erie at Buffalo and
then travel through Lakes Erie, St. Clair and Huron to enter Lake Michigan, 
you
will have to transit the Welland Canal, which is entirely inside Canada's
borders. You will have to clear in and out of Canadian waters for that 
portion
of the trip. All Canadian regs will apply.
