GL: Can one avoid Canada?

Do you mean actually completing the Loop, and not just enjoying the upper  
parts of the Loop as a stand alone cruise?
 
If you are completing the Loop, and want to exit the Erie at Buffalo and  
then travel through Lakes Erie, St. Clair and Huron to enter Lake Michigan, you  
will have to transit the Welland Canal, which is entirely inside Canada's  
borders. You will have to clear in and out of Canadian waters for that portion  
of the trip. All Canadian regs will apply.
