You can read the details on one of the incidents on page 10 of

When the tour boat captain saw the perp taking pictures of the underside of
a major bridge, and then heard him asking about climbing the bridge and how
to rent a boat, he called the CG. They picked up the perp when the tour boat
got back to the dock.
