We lived on the Chesapeake for 2 years and boated year around. There is no
magic number. Generally you want to be out of the Northern Part by November,
because of cold weather and well on South by the first freeze. On the other
hand we have run South on the ICW in January and February, cutting some ice on
in the great locks area. The only major problem was that there had been a bad
freeze and water was hard to find--fuel was available year around.

I would prefer the Chesapeake later in the fall. Less crowded, cooler.
However, until Nov 30 it is still Hurricane season, and so always have an eye
looking for that hurricane hole if a storm developes.
