Mike,
Just head on down there. Boot Key Harbor, in Marathon, has an extensive
mooring field and its all first come-first served. Last I heard it was
$150/month plus $50 for dinghy dock privileges. That also entitles you to the
use of the laundry facilities, work and storage areas, etc. Key West also has
a mooring field off Garrison Bight. I don't know anything about it though.
There are countless opportunities to anchor out. Frank Papy and Claiborne
Young both authored excellent cruising guides of the area. Pick up one or
both. Finally, there are sublet and/or private dock opportunities but you
pretty much have to poke around while you are there to turn one up. I'd give
serious consideration to picking up a small outboard for the dinghy for a
couple hundred bucks.
