GL: Great Lakes etc. toilet plumbing

Ken,

Much as I would like to agree with you, I have to ask: Have you ever
seen a waiting line at a pumpout station? I never have, which means most
folks simply pump over the side when nobody is looking.

Laws like that are
probably the only way to get some folks to use the pumpout. Blah.

As has been previously posted, it is important that a
misconception be
eliminated. Federal Law does not "trump" State and local
laws. These State
and local laws cannot relax Federal requirements, but
they can add to them,
that is to say be even more stringent.

I used to
think that Fed rules "ruled", but it is not the case. I wish it
were, as
the State add-ons are done by people who listen to buzz-words and
don't
really investigate the implications of their actions. Bottom line is,
bummer. If the state says that you have to disconnect a line, it is the law
untill someone changes it. I hope that someone changes it. Boaters should
raise political hell if they can.
