GL: Head configuration required on Lake Champlain. preclude MSDs?

I believe (big equivocation here) that NO DISCHARGE
zones mean exactly that. No discharge whatsoever,
treated or not. Therefore, a holding tank is required.
A treatment system would need to empty into the
holding tank with the same sort of disabling of any
overboard discharge as without a treatment system.

And another thing, in reading the clip below. It says 'Every marine toilet
.. shall .. be equipped with a holding tank'. Does this mean that one can
in no way install a type I or II MDS (ala EltraSan) on a boat in Vermont?
(unless it also has a holding tank?)
