Michael:

I believe we have the most strict regulations here on Lake Champlain with 
the same wording used on both the Vermont and New York sides of the lake. 
The hose connecting to your overboard discharge must be removed.  In your 
case it sounds like you have two.  Confusion can arise because the lake is 
patrolled by the Coast Guard, enforcing federal requirements,  as well as 
state and local police who enforce the stricter local laws.  Securing valves 
is not enough.  The removed hose(s) can remain on board.  If you do this, I 
believe you will also be in compliance with requiremments in the Great Lakes 
and on the Canals.  Regrettably, for some, this requirement is a major 
inconvenience.
